文化和旅游部 recently issued the "15th Five-Year Plan for Building a Tourism Powerhouse" (hereinafter referred to as "the Plan"). The document emphasizes the importance of strengthening international and港澳台 tourism cooperation and exchange, enhancing international communication capabilities, promoting cultural exchanges and mutual learning, and presenting China's trustworthy, lovable, and admirable image. Industry professionals have expressed their commitment to implementing the Plan's requirements and advancing inbound tourism promotion programs to foster cultural exchanges and strengthen tourism cooperation.
Enhancing Inbound Tourism Convenience and Internationalization
The Plan explicitly states that efforts should be made to "further improve the full-chain convenience measures for inbound tourism" and "comprehensively enhance the service level of inbound tourism." It also highlights the importance of showcasing Chinese hospitality and the cultural characteristics of tourism, as well as cultivating the "China Service" brand. Industry professionals have indicated their intention to leverage policy benefits and continuously refine convenience services to boost inbound tourism development.
"The Plan provides us with clear guidance on enhancing inbound tourism convenience and internationalization," said Li Aiwei, Deputy Minister of Propaganda of Hunan Province and Secretary of the Provincial Department of Culture and Tourism. "Hunan will expand direct flights and connecting routes to global key markets, capture new consumption trends such as 'slow life' and 'micro-vacations,' and draw creative inspiration from local culture. We will focus on 'light innovation' and 'low investment' approaches, vigorously develop integrated tourism industries combining culture and tourism with various sectors, and optimize experiences for independent inbound travelers. We will also create a more welcoming environment for inbound tourism by improving the layout of tax-free shopping stores at departure points and口岸免税店, enhancing service便利化 levels such as visa processing, rapid通关, currency exchange, mobile payments, tax refunds, and internet access. Additionally, we will promote multilingual标识 coverage in cultural and tourism facilities and develop inbound tourism consumption hubs to drive the 'Hunan游' initiative and boost 'Hunan购' activities.
"The Plan offers clear direction for the development of inbound tourism," said Ma Yunfei, Director of the China驻纽约 Tourism Office. "As an important long-haul source market for China, the United States plays a crucial role in inbound tourism. We will serve as a bridge connecting domestic destinations with international tourist markets to better support the overall inbound tourism effort. The office will work with domestic destinations, U.S. travel agencies, airlines, and online travel platforms to optimize English-language pages and booking entries for Chinese tourism products. We will assist domestic destinations in creating 'inbound-friendly product packages' tailored for the U.S. market, integrating information such as visa requirements, flight connections, transportation options, card payments, communication services, and tax refunds to reduce游客 decision costs and attract more American tourists to explore and understand China, contributing to the construction of a tourism powerhouse and promoting cultural exchanges between China and the United States.
Increasing Tourism's International Attractiveness and Influence
The Plan also emphasizes the importance of "conducting multilateral and bilateral tourism cooperation" and "actively participating in global tourism governance system construction, agenda setting, and rule-making." Industry professionals have expressed their commitment to advancing multilateral and bilateral tourism cooperation to enhance China's tourism吸引力和影响力.
"We will leverage our role as the secretariat of the China-Russia-Mongolia 'Tea Road' International Tourism Alliance to fully utilize this platform for multilateral tourism cooperation," said Ji Xiqing, Deputy Minister of Propaganda of Inner Mongolia Autonomous Region and Secretary of the Regional Department of Culture and Tourism. "We will actively engage in brand building, market linkage, resource sharing, and other initiatives to deepen cooperation with relevant regions in Russia and Mongolia in the field of culture and tourism. We will organize alliance member units to develop 'Tea Road' themed train tour products, strengthen international promotion efforts, participate in international travel exhibitions, and conduct joint overseas promotions to enhance the international influence of the 'Tea Road' brand.
