The village presents a picturesque scene of thriving industries, beautiful ecology, and happy living, unfolding like a scroll painting of rural revitalization.

In recent years, the village has broken away from the traditional household-based resource management model, taking collective ownership of mountains, gardens, ponds, and other resources to achieve centralized management and integrated operations. This approach has effectively activated collective assets, expanded income channels, and benefited the people's livelihoods. What was once a backward village with poor infrastructure and messy environment has now transformed into a model village near the city, known for its strong industries, beautiful乡村, and prosperous residents. It has been honored with multiple awards including "Model Village of Democratic Rule of Law" and "Provincial Rural Revitalization Demonstration Creation Village."

Leveraging local resources to create opportunities

As an elderly villager recounted, in the early 1980s when household contract responsibility system was widely implemented nationwide, high-yield village chose not to follow suit by distributing collective assets to individual households. Instead, it decided to retain core resources such as mountains, gardens, ponds, and water conservancy facilities under collective management.

With its rich resources including 1,400 acres of farmland, 4,200 acres of forest land, and 600 acres of garden land, plus a reservoir with a capacity of 100,000 cubic meters, a village school, and a joint venture hydropower station, high-yield village has abandoned the old path of fragmented resource allocation. Instead, it opted for unified planning, integrated management, and centralized operations, turning scattered resources into a united force for development and transforming idle assets into income-generating capital.

Strengthening foundations through multiple measures

To boost collective economy, it's crucial to activate existing resources, cultivate new growth points, and expand revenue channels. High-yield village has fully utilized its resource endowments and location advantages as a village near the city, launching a "Four-pronged Revenue Generation" initiative.

Generating income from idle assets. The village leases闲置 collective school buildings to generate annual rental income of 20,000 yuan; participates in唐家湾电站and龙溪电站projects through land contribution, earning stable dividends of 20,000 yuan annually; and has established an oil tea base covering about 400 acres of集体山林和园地. Managed by the village collective, this project is expected to bring in 12,000 yuan in income by 2025, with potential annual revenue reaching over 20,000 yuan once it reaches full production.

Self-operated water supply benefiting the people. Relying on优质龙山水源, the village invested 2 million yuan to build and operate its own自来水厂, supplying water to itself and surrounding areas, serving over 6,000 people. During drought seasons, it can also connect with urban-rural water supply networks to make up shortages. The project generates over 150,000 yuan annually in water fees, achieving dual benefits of improving people's livelihoods and boosting集体经济.

Land流转to increase efficiency. By establishing a village-level land流转service platform, high-yield village has integrated 300 acres of contiguous farmland, leasing them to large-scale farmers with services including information matching, standardized contracts, and dispute mediation. The village earns 50 yuan per亩annually as intermediary fees, bringing in over 15,000 yuan annually. This not only addresses the issue of land abandonment but also strengthens collective economy.

Attracting talents to invigorate development. The village has implemented a "Talents Return" program, offering policies to attract capable individuals to start businesses back home. In 2018,陈正, who had been engaged in园艺industry in Shenzhen for years, returned to establish蓝山县正美园艺有限公司in high-yield village with a investment of 6 million yuan. The company has created jobs for over 100 villagers, provided support to 105 households in poverty alleviation, and brings in 18,000 yuan annually for the village collective.

Co-building and sharing for a better life

As industries grew stronger, governance improved as well. Starting from 2024, high-yield village implemented a "Villagers cover half, collective subsidizes the other half" co-construction model, encouraging villagers to take responsibility for their courtyard绿化, road硬化, sewage treatment, and杂物cleaning under the "门前三包" system. By now, the village has completed environmental整治and upgrading for 150 households, demolished over 30 dilapidated houses, and achieved a clean and tidy village appearance with improved living quality for residents.

In 2025, high-yield village's collective economic revenue exceeded 230,000 yuan. Village Party Secretary钟学际explained that the village will continue to focus on activating collective assets in土地, 林业, and水利resources, aiming for over 300,000 yuan in annual income by 2026.
